He is 18 months removed from Tommy John surgery, and this is just under the 180-inning cap Dr. James Andrews allegedly proposed for Matt Harvey last season. Of course, plans can change if the Angels find themselves in a late-season battle for a playoff spot, but Skaggs is not an ace like Harvey, so the Angels should be able to resist the urge to overwork him. Skaggs is competing with Hector Santiago, Matt Shoemaker and Nick Tropeano for the fifth spot in the Angels' rotation, so his fantasy value will hinge heavily on him winning the job out of spring training. Considering his status is uncertain, and he has been off the fantasy radar for a while, Skaggs should come at a discounted price in drafts this spring.
