Skaggs (elbow) enters spring training fully recovered from Tommy John surgery in August of 2014 with an opportunity to compete for the Angels' No. 5 starter job, the Los Angeles Times reports.

With Garrett Richards, Jered Weaver, C.J. Wilson, and Andrew Heaney believed to be in possession of the first four starting rotation spots, Skaggs will battle Hector Santiago, Matt Shoemaker, and Nick Tropeano for the fifth one. Skaggs has minor league options remaining, so the Angels can have him begin the season in the rotation at Triple-A if needed, but he's an intriguing arm to watch in deeper leagues with the possibility that he'll regain some of the luster he had before going under the knife. Even after the lengthy absence, Skaggs enters the 2016 campaign as a 24-year-old with projection remaining.
