His fastball fell from 89-92 mph at the start of his first spring start Saturday to 86-88 mph by the end of it, and his next start was skipped due to "a little bit of a deficit" in his previously injured left shoulder, according to manager Mike Scioscia. The Angels insist Skaggs will be fine, but it's hard not to discount him in drafts due to his track record of Tommy John surgery, which cost him all of 2015, and persistent shoulder problems last season that limited him to 10 starts.

Skaggs couldn't escape the first inning of his Cactus League debut against the White Sox on Saturday. He walked four and allowed three runs (none earned) while striking out one in two-thirds of an inning.
EDGE Analysis
Skaggs looked a little rusty in his first game action of the spring, but we shouldn't jump to conclusions after one poor start. The young southpaw did pick a runner off of first, something he said he has been working on after allowing 100 percent of baserunners to steal successfully off of him last season. While he lowered his ERA to a career-low 4.17 in 2016, his walks jumped from 2.4 BB/9 in 2015 to 4.2 BB/9 last year. If he can stay healthy for a whole season, there is definitely upside in that arm, but he is too risky to rely on in most formats right out of the gates.

Skaggs is a talented southpaw that the Angels are counting on to be a key part of their long-term rotation, but arm injuries have stalled his development. At his best he boasts a 93-95 mph fastball, a plus curveball and a solid changeup, suggesting he could serve as a No. 3 starter if he can ever stay healthy over a full season. Skaggs saw Dr. Neal ElAttrache on Thursday and got confirmation that his ulnar collateral ligament is OK, Jeff Fletcher of the Orange County Register reports.

With that, Skaggs is pushing to pitch again this season, but of course the team will have the final say. Fletcher said it's his guess that the last-place Angels will not allow him to pitch in the majors, but will perhaps have Skaggs pitch in the instructional league instead before shutting him down with an eye toward 2017.
