Wagner signed a minor league contract with the Rays on Friday.
EDGE Analysis
Wagner is still working on his return from Tommy John surgery, so he'll return to the minors to complete his rehab process. The right-hander was a solid member of the Blue Jays bullpen in 2013 prior to getting hurt, so he could climb back to the big leagues after a bit more seasoning with Triple-A Durham.

Wagner, who is working back from August 2014 Tommy John surgery, was sent up to Triple-A Durham as the next step in his rehab process, Josh Vitale of Suncoast Sports reports.
EDGE Analysis
The 32-year-old reliever allowed a hit and a run while striking out four over 5.2 innings in four appearances for High-A Charlotte. The veteran has consistently hitting 95 mph on the radar gun, and will now take the next step against a level of hitter approximating major league quality. Wagner last pitched in the majors for the Blue Jays in 2014, posting an 8.10 ERA across 10 innings of work without recording any decisions.

Wagner (elbow) was designated for assignment Monday, Ben Nicholson-Smith of Sportsnet reports. Wagner will be removed from the 40-man two weeks after undergoing Tommy John surgery. His recovery will likely keep him out for most, if not all, of next season. Wagner had been shut down since mid-June with forearm soreness, and the decision to undergo surgery did not come until mid-August.

Wagner will undergo Tommy John surgery next Tuesday, August 19. The procedure will all but wipe out next season due to the typical 12-to-18 month recovery timetable. Wagner's current campaign has been a difficult one, as he stumbled to an 8.10 ERA, 1.60 WHIP, and 6:4 K:BB in 10 innings with the Blue Jays, before a sore forearm shut him down in mid-June. His next major league appearance will likely take place in 2016.

Neil Wagner (forearm) will throw a bullpen session next week. Wagner has been progressing nicely of late after missing the last month with a forearm strain. He was at Triple-A Buffalo when injured and will return there once he's healthy.

Neil Wagner (forearm) has resumed throwing. Wagner was shut down for about a month after being diagnosed with a right forearm strain. That injury often leads to Tommy John surgery, but he paid a visit to Dr. James Andrews in June and was prescribed rest. The right-hander could again be an option for the Blue Jays' bullpen at some point later this season.

Dr. James Andrews examined Neil Wagner's sore right forearm earlier this week and recommended rest. Wagner has been diagnosed with a forearm strain -- an injury that often leads to Tommy John reconstructive elbow surgery. But the hope for now is that he'll be able to avoid that procedure and the 12-15 month recovery process that comes with it. Wagner had allowed nine earned runs in 10 innings this season for Toronto. He was a valuable middle reliever in 2013.
