Wagner signed a two-year minor league deal with the Rays on Friday, the Tampa Bay Times reports. Wagner, who underwent Tommy John surgery in August, likely won't be able to pitch again until the summer of 2015. He made 10 appearances for Toronto this season, allowing nine earned runs on 12 hits in 10.0 innings. Two seasons ago, he went 2-4 with a 3.79 ERA in 36 appearances.
