Minor touched 96 mph with his fastball and sat at 93 mph in his first extended spring outing Tuesday, MLB.com's Jeffrey Flanagan reports.
EDGE Analysis
He is on the 60-day DL, so he won't be ready to return until mid-to-late May at the earliest. That said, the Royals have succeeded in getting Kris Medlen back to being an effective starter after two Tommy John surgeries, so Minor could be the team's latest reclamation project. He could be worth a stash in AL-only leagues with DL spots, otherwise he's a pitcher to keep an eye on now that his stuff appears to be back to its former levels.

The Royals made this move in order to make room for Dillon Gee on the 40-man roster. Minor is recovering from the shoulder surgery he had in May 2015 and will look to return to the majors for the first time since he posted a 4.77 ERA in 2014.

Minor seemed destined to be a building block for the Braves after a strong 2013 season, but shoulder woes derailed his 2014 season and cost him the entirety of 2015, leading to him being non-tendered by the Braves. If he is able to stay on the mound, he could be a decent buy-low value for the Royals, but that is a humongous if.

The last news on Minor was that he had began a throwing program in October, as he was still trying to work his way back from shoulder surgery in May. Minor, who turns 28 on Dec. 26, did not pitch at all last year, and the Braves clearly did not think he was worth what it was going to cost to keep him in arbitration. He also did not really fit into the team's rebuilding plans, so it was probably best for both sides to part ways. Minor's 2013 season was the only time he has lived up to his prospect billing as a No. 3 starter, and while he could catch on with another organization, the days of him being a fantasy asset appear to be long gone.

Minor went under the knife for shoulder surgery in the middle of May, but was able to begin throwing in September and appears to be progressing well. He'll continue to throw over the offseason, and while the club is hopeful that the 27-year-old will be able to return early next year, it's unclear at this point if he'll be available to begin the season.

Now three months removed from undergoing shoulder surgery, Minor is said to be progressing well and appears on the verge of resuming a throwing program. President of Baseball Operations John Hart said the team feels "very good" about Minor's chances of returning next year, though he did not say explicitly that Minor is expected back at the start of next season.

Minor underwent successful shoulder surgery Wednesday and will miss the remainder of the 2015 season.
This is just a bookkeeping note, as we knew Minor was scheduled for surgery and it was anticipated that he would be done for the season. He will be an extremely cheap flier in drafts next season and is expected to be ready for 2016 spring training.

Renewed shoulder discomfort accompanied Minor's return to elevated ground last month, resulting in his transfer to the 60-day DL. As it turns out, he will need the shoulder operated on, and though nothing's definite, the lefty may very well miss the entire 2015 season as a result. Minor first began experiencing shoulder issues during 2014 spring training.

Minor's season could be in jeopardy, as general manager John Hart did not sugarcoat the situation. It's starting to seem unlikely that we ever see the 2013 version of Minor again even if he is able to make it back as a starter.
