Per the report, Gordon, whose petition for reinstatement was denied in May, is eligible to re-apply in September. To date at least, Gordon's current status is not a matter that has "made it to (Goodell's) desk yet." Gordon, who has not played in an NFL game since 2014 after multiple substance abuse violations, applied for reinstatement back in March, but he will now officially be unable to rejoin the Browns for any offseason workouts or training camp. His next opportunity to apply for reinstatement will be in the fall, and given reports from a little over a month ago that Cleveland would look into keeping Gordon should he be reinstated, it's likely that he tries once again when that time comes. Look for another update on Gordon's status to come about closer to the start of the regular season.

Browns executive vice president Sashi Brown suggested Wednesday that Gordon (suspension) could stay with the team if he is reinstated by the NFL, ESPNCleveland.com's Tony Grossi reports.

This marks a serious departure from the other statements made by team officials since Gordon failed to meet the conditions for his reinstatement in September. Head coach Hue Jackson, among others, suggested that the 25-year-old wideout had blown his final chance to make things work in Cleveland. It does make some sense that that team would reconsider, as there's a clear need for talent at wide receiver following the departure of Terrelle Pryor in free agency. It also doesn't hurt that Gordon won't turn 26 until mid-April and has seemingly taken an active approach dealing with the substance abuse issues that have long plagued him. He applied for reinstatement in early March, expecting to hear about his status by late April or early May. The Browns may push the league to make a decision before the upcoming draft, as Gordon's availability would impact the team's strategy. Even if the Browns don't plan on keeping him, Gordon might fetch a middle-round pick in a trade. The NFL may still want him to serve a four-game suspension as one of the conditions for his reinstatement, considering he started last season on a four-game suspension but then left for an inpatient rehab facility instead of rejoining the Browns for Week 5.

He's been suspended for 43 of the last 48 regular-season games, with his only appearances since 2013 occurring late in the 2014 season. He'll still only be 26 years old for the upcoming season, and he did look good in his two appearances last preseason, but then entered an inpatient rehab facility instead of rejoining the Browns after Week 4. While his willingness to take responsibility for his actions should help his case, Gordon's lengthy track record of substance-abuse issues means that any reinstatement likely would have a slew of conditions attached. Given his age and modest contract, Gordon might still fetch a middle-round pick in a trade. It's also possible, though not likely, that the Browns might reconsider their stance and give Gordon another shot.

However, after subsequently returning to practice with the team and taking part in preseason action, Gordon decided to enter an in-patient rehab facility in October while he was in the midst of his four-game suspension to open the 2016 season, and decided to put his playing career on hold for the time being. Gordon's business manager said that the decision to step away from the game has put the wideout in his "best place mentally that he has been in dating back years before entering the NFL," and Gordon now feels he's prepared to return to professional football. If the NFL agrees with that assessment and reinstates Gordon, he'd still remain under the Browns' club control, but all indications are that the organization plans to move on from the troubled receiver.
