I suggest banning proven cheaters (2 accounts in 1 league, dropping players, etc.) from Fleaflicker after the 1st offense. I have contacted FF a few times about this and they have told me they will look into it each time, and have never done anything. It seems like they think it will hurt reputation if they throw people out for cheating, even though it will actually help. All talk, no action -- and thats pissing me off since I have experienced a few leagues with cheaters lately.
I had an issue in a league in which I was commish where it was obvious that one guy joined under 2 accounts. We got him to admit he was 1 person, then kicked him/them out. I contacted FF about it and they said they'd look into it, which I have no doubt they did. Why aren't these guys just banned from FF? In the policy it says no cheating, they broke that, and in my opinion should be banned.
