Shugg agreed to a one-year, two-way contract with the Hurricanes on Sunday. Shugg's deal will pay him $600,000 at the NHL level or $85,000 at the AHL level. He made his rookie debut with the Hurricanes during the 2014-15 season, but played in just three total games at the NHL level, while failing to record any goals or assists. He spent most of his time with AHL Charlotte, where he finished with a career-best 21 goals and 22 assists over 65 games. For the upcoming season, Shugg will likely see the majority of his time with AHL Charlotte again.

The Hurricanes reassigned Shugg to AHL Charlotte on Saturday. Shugg was with Carolina for three games, recording three shots on goal and two penalty minutes. He was sent down to make room for the 'Canes to activate Alexander Semin from injured reserve.

Shugg will make his NHL debut Tuesday against Montreal. "He was good early in camp," head coach Bill Peters said. "He played in the Buffalo game and had some good looks. He's a guy who's playing well down there and deserved the opportunity to come up. He'll play tomorrow, and we'll see how it goes." Presumably, Shugg will have a bottom-six role for the Hurricanes on Tuesday. Over 164 career games at Charlotte (AHL), Shugg has 83 points (37 goals, 46 assists) including 11 this season.

The Hurricanes recalled Shugg from AHL Charlotte on Monday. The winger is in his fourth season in the AHL, but has yet to make his NHL debut. A roster spot opened up when the Canes moved Andrej Nestrasil (upper body) to IR, so Shugg has a chance to be in the lineup Tuesday against the Canadiens.

The Carolina Hurricanes have inked Justin Shugg to a one-year, two-way contract. Shugg can earn $600,000 annually at the NHL level. He had 16 goals and 38 points in 75 AHL games in 2013-14.
