Powell has opted to retire from the NFL, Zach Berman of the Philadelphia Inquirer reports.

Powell was signed by the Eagles in mid-May, as he was expected to provide the team with a depth option at linebacker. Instead of playing through this season, he's opted to retire, so he'll finish his two-year career with 23 total tackles and a sack over 19 games. Bills LB Ty Powell is working at middle linebacker during offseason workouts.
With Kiko Alonso moving to weak-side linebacker, the Bills are considering using Powell in a rotation with Brandon Spikes at the MIKE spot. A former defensive back, Powell will get an extended look as a cover linebacker in sub-packages. Keith Rivers was also signed this offseason and should see snaps behind Spikes and Manny Lawson.

Bills GM Doug Whaley mentioned second-year LB Ty Powell as a candidate for the starting middle linebacker spot.
Powell was a seventh-round pick by the Seahawks last April. He couldn't crack Seattle's loaded roster and appeared in five games for the Bills as a rookie, making nine tackles. Kiko Alonso is moving to weak-side linebacker in 2014. Powell is a big-time athlete and former defensive back. The Bills will have tryouts at the MIKE spot.

Bills promoted LB Ty Powell and CB Brandon Smith from the practice squad.
CB Johnny Adams and LB Marcus Dowtin were waived in corresponding roster moves. It's just some end of roster churning that won't have an effect outside of special teams. Powell was the No. 231 pick of April's draft, but couldn't make the Seahawks out of camp.

A 6-foot-2, 249-pound former defensive back, Powell has 4.64 wheels and blocked four kicks as a senior. That could translate to a regular role on special teams as a rookie, though he'll have to show well in camp to crack the Seahawks' loaded roster.
