After having made the initial version of the team's 53-man roster, Spencer was jettisoned Tuesday when the team opted to ink veteran Cecil Shorts. However, given the obvious interest that the Bucs had in retaining him, he was unsurprisingly brought back in a practice squad capacity for the time being. Spencer tallied five receptions for 54 yards in the preseason and flashed during some training camp practices as well. Spencer spent a bulk of last season on the practice squad as well and would appear likely to be the first receiver summoned to the active roster in case of an injury.

The team was looking to bolster the back end of their receiver depth chart and choose to go with experience in Shorts over a young wideout like Spencer. The final spot was essentially between Spencer and second-year wide receiver Kenny Bell, who ended up being released on Friday.
