Scott Elarton has signed with the Sugar Land Skeeters of the independent Atlantic League The Skeeters have also signed right-hander Sean Gallagher and left-hander Bobby Livingston. Elarton, 37, hasn't appeared in the majors since 2008 as a member of the Indians. He had a 5.41 ERA in 26 starts last season with the Phillies' Triple-A affiliate.
