commissioners do need power to fix situations, nothing says a commissioner cannot report an owner at the same time, just that they are able to alleviate the problem at that moment as well.
to try to explain in words and hope fleaflicker handles it all the while the cheating or whatever is still in place is kind of crazy.
allow commissioners to fix problems all the while both commish and owners can report abuse as a flag.
