well I agree there should be a system in place to report abusive commissioners, like maybe some kind of rating system (yes, just like ebay)
Now with that said, commissioner does need more power such as that to be able to adjust any team's roster, reverse trades, reject trades, reverse and forbid drops from team, etc...
for every bad commissioner, I would guess you would have several bad owners. I say that because all it takes is two owners to do some kind of collusion and it harms the entire league, and this does happen. A couple of instances might be if a guy signs up for 2 or more teams using different email addresses and then drops players from one team to help his other team; or if a team realizes he is not gonna win the league, he trades great player for a few ok/good ones; drops a player knowing the bottom guy will pick him up; etc...
It does happen. The logic behind giving a commissioner much needed powers to adjust rosters, reverse trades, etc.. is to keep the league in check. If an owner goes astray and tries to get away with something, the commissioner can fix it and verbally correct the owner's thinking and all may be good, but if all the commissioner is able to do is kick player out, then that may be a bit harsh.
Generally, a commissioner is one who started the league and you need one person to oversee all teams otherwise it would be chaos if the league could not be fixed.
ideal fix would be to have some kind of rating system for commissioners, both good & bad;
give commissioner much needed ability to correct small problems with trades, player dumping, etc...
they would work to keep the whole season running smooth.
