In all my email draft leagues, we have a 24-hour time limit to make a pick. If an owner doesn't pick in 24 hours, then the commish picks for him/her and all future picks for that owner are on a 12-hour clock. If the owner misses the 12-hour clock, then he loses the right to draft and the commish drafts for him. This greatly speeds up the process so you don't have drafts running after the season starts.
My suggestion is to offer this as a commish option in settings, so that Fleaflicker keeps the clock, and, just like live autodrafts, makes the pick for the owner. The commish could decide on the length of the time limit (I would suggest options of 72, 48, 24, and 12 hours), and any time penalties. This way, if the commish was not available immediately to make the pick (at work, asleep for the night, etc.), it wouldn't slow down the draft any further.
