We have a league rule that once a team is out of the playoffs, they can no longer add or drop players. The reason being is that a ticked off owner can easily drop his #1 QB or #1 RB, etc near the end of season, knowing that it doesn't matter since he's not in playoff contention any longer. However, the first team on the waiver wire can now add that top tier player from waivers, which at the end of the season would be completely unfair. (A few yrs ago, the worst team in the league decided to drop Adrian Peterson in week 11, since he was out of contention and didn't care any more. It caused a HUGE UPROAR).
What we need is simply giving the Commish the option to lock a team so that team can no longer process any more adds or drops. Doesn't sound too hard to do!
There's no option to individually lock teams right now, sorry. If you need to do this, I would suggest just removing the player and then changing the password through Edit Membership Restrictions.
As commish you could always just "reverse" the transactions that took place that caused the uproar to begin with. Not an ideal solution, but at least solves the problem for the meantime.
Considered that, but it can't work. If a non-playoff team decides to drop, say Matt Forte during playoff week 1, the lowest waiver team would quickly scoop him up (and give him an end of season hugely unfair advantage). So how do you reverse that? If you "reverse" Forte from that new team....then you don't know whom that team would have taken off waivers if Forte wasn't dropped to begin with.
It's an easy fix. Just give the Commish a control to turn off the Waiver Claims button for non-playoff teams.
I hear what you are saying. My recommendation then would be to just handle all waiver/claim processing manually through the commish. Possibly even all add/drops manually through the commish (assuming that there is a regular add/drop period after waiver claims are processed later in the week). Again not an ideal situation, and probably a pain, but at least solves the problem of people cherry picking star players off of bad teams via the waiver wire.

lol....yeah, I think I realize there's no option to lock players; that's why I was recommending you do it.
Thanks for taking a hard look at his; wouldn't want to you to actually put some effort into it.
