I think you hold. Since it's a keeper league, Cousins is gold. He'll start sometime next year if not at the beginning. Besides, Dalton is just as good if not better than Romo, so what do you gain?
Romo is not much better than Dalton. If you want something better, offer up Dalton+ and look for a QB better than Romo.
