I am the commish of a ten team keeper league. We keep five players every year. I had two owners drop out. I found two guys to replace them but I dont want to hand over one team to to one guy and sub par team to another guy. One of the teams happens to be the two time champs in the leagues three years. There is no real fair way to choose who gets which team. So I thought we could do an expansion draft but I am not to sure of the best way to do it.

I want to throw the players from the abandoned teams into the draft pool. The expansion teams could choose from those players as well as from two of the unprotected five keepers from each existing team until they were at five players. Then each owner who had one of their unprotected players drafted would then draft players, in the order thier players were drafted, until they had five. We would then proceed with the regular draft a few days later.

Does the setup of the expansion draft seem fair? One owner raised the issue that the existing owners may be giving away too much to the expansion teams. I see his point but wanted some additional feedback. Sorry for the length.

The best way is to let the two teams draft exclusively from the abondoned teams.
