I'm confused as to what the weeks actually mean regarding the trade deadline. Currently I have this set for week 13, does this mean all trades must happen before ththe Thursday game of week 13?

It's always the end of the week. So, if your deadline was Week 13, it would be the end of the week, which would be the Tuesday morning of week 14.
My dynasty league's deadline was week 10, meaning, the deadline was this morning, which was the end of week 10.
