We need to have a time limit on our email draft. The Owner's Manual says "There is no way to configure time limits (we're working on it). But your league can impose informal limits to be enforced by the commissioner."
Hopefully, you work on it and have it happen by June. Absent that, how are the "informal" limits enforced by the commissioner? What can a commissioner do if someone exceeds the "informal" time limit?
That's up to each individual commissioner's discretion. If I were to use an email draft for my league and a team exceeded their allotted time, I would allow the next team in the draft order to make their selection. The team that missed their deadline may still select their next player at any time, but teams picking after them can select players as quickly as they'd like as that team falls further down the draft until they get their ish together.
Some commissioner's might be nicer/more lenient and place the highest ranked player available (based on either their own rankings or the site's pre-draft rankings) on that team's roster as a manual auto-draft.
Or you can come up with some other, perhaps more creative, way of handling that issue.
So commissioners have the power to select for other teams and the power to skip teams in an email draft. I was not aware of these, as this will be my first Fleaflicker email draft. Good to know, thanks!
Commissioners pretty much have any power they choose to have. It's important to be up front about expectations with your league, though, or else that power becomes rather dictatorial.
Note that I have never conducted an e-mail draft via FleaFlicker so I don't know exactly the format of the emails or how picks are tracked (whether FleaFlicker somehow tracks picks through the emails or whether picks need to be tracked by the commissioner), but since the description says that commissioners can impose informal limits, I assume that means you can skip people or make picks for other teams.
I am with Imthegoat as far as making picks for other teams go.I also do not like taking the top pick on the board so that kind of puts me in a bad spot if you know what I mean.
I look at a roster and try to find out what they are missing most and fill in a spot.But in my leagues I usually have a rule if you miss a turn and I have to make a pick for you you can not come in late on your pick and make a change.

Commissioners cannot skip a pick. They can only select for a team. All picks must be made.
