Only if all teams have their keepers set already and you're ready to draft with all those teams having selected their keepers. You can then create the new teams if they are not already at: League>>Settings>>Create a Team.
To set the keepers for those two teams created in the league.
Here is how: League>>Edit Rosters and then Select the keepers and save and click -- "These are the keepers only" and save - BUT ONLY do this if all keepers for other teams are selected and you're ready to draft.
Then head back to Edit Rosters and go to "These are the complete rosters but still draft this season."

I have 2 teams with no owners yet. as commish can I set the keepers for these 2 teams before the draft. if so how???
