Commissioners can set up a PPR league by customizing it to give points per reception by adding a custom receiving rule under League » Settings » Edit Scoring Rules » Custom » New Receiving Rule » Catches.
Typically we see it set to 1 point per catch, but some leagues set it to 1 point for every 2 catches (0.5 point per catch) so that WRs aren't so far off from RBs.
If you want to change the league type from Head-to-Head to either Total Points or Roto, you can do this only if it's a new league and a week did not finalize yet in your standings or schedule. You would make this change by going to League » Settings » Edit League Type.
