Position Eligibility Questions – Fantasy Baseball?

For a position players, how many starts from last year does he need to be eligibly at a positions?

For a position players, how many starts from this year does he need to be eligibly at a positions?

I assume it something like 20 games in the prior year and 5 games in the current year, but want to make sure.
