He should have DH/P designation until he crosses the threshold for appearances at any OF positions. I know in the past you guys have done a great job with awarding certain players a position designation bc it was evident his team intended him to play there. This situation really shouldn't be any different. And if anybody cries about not getting any other pitchers stats to count, that's too bad bc they aren't intended to be hitters, even if Bumgarner gets a rare pinch hit appearance.
I know the issue that arises is that how do you count his stats if he's slotted into the P position, but that sounds like a software issue, and that's your area of expertise lol
Not a bad idea, my thought for weekly leagues was to make the owner choose if he wanted to start him as a P for the week or an OF and only getting the relevant points.
My vote would be for him (and any other player) to get stats for all their production, regardless of their position. I haven't played fantasy baseball in many years (and never here on Fleaflicker), but why, if a quarterback can receive passing and rushing yards in football, can't Ohtani (or a pitcher that pinch hits, or a position player that pitches in relief) get rewarded for all their production -- whether on the mound, in the field, or at bat?
I have no problem awarding (or penalizing) pitchers for their abilities at the plate. It's another factor that an owner can consider while drafting, or contemplating a waiver move or trade: How much will this pitcher help or hurt me offensively?

He should be allowed to do both. Right now, it is not clear what he can garner for his fantasy owners. Not good, should be an easy fix.
