I created a public league for my 10 y/o sons to use as their introduction to FF, but no other players have joined (and every other public league I've seen is full by now). I have to assume no one will be joining, so what happens if/when there are empty 'seats' in the league? If not enough other teams join, is the league deleted?

It will just sit empty as it is.
Do you have leagues with friends that have kids that could be intrested in the league? if yes the post the league in those leagues and try to drum up some members to join up
