When the waivers ran this morning, two teams made the same bid on a player ($0) and the player was awarded to one of them. However, while the tooltip displays message and reason that "Tiebreaker: worse rank", this is not actually true, because the team that won the player has the 8th best ranking, and the team that lost has the 10th best ranking.

We have two different rankings: they are playoff rankings and overall league rankings
The overall don’t take division record into account.
