In a live draft, an absent owner will be auto picked using their player ranking
Each team would be required to set their player rankings prior to the draft unless they want to live dangerously....lol
But this is for each team and not for a whole league.In a live draft at minimum one owner/team has to be present at the draft board,live for the draft to be done.If no one shows up it will not be done and will need to be rescheduled
I usually will make sure I post how I would try and make those picks,like say, the top player on the draft board or by looking at the team so far and trying to fill a need....
There is no auto pick for a email draft.It is up to the commish to make a pick for someone not showing up for the email draft.I also try and ask everyone to make sure their notifications are set to get all messages from the leagues so that the email draft picks get to everyone

How does an owner set his ranks and switch to auto pick in the middle of an email draft? Or how do I as commish see his rankings and draft for him?

A commish can auto pick for any team.....
