Tampa Bay waived Franklin (knee) from the physically unable to perform list with an injury settlement Thursday, independent NFL journalist Aaron Wilson reports.

Franklin underwent surgery for a torn ACL in September 2020, and he doesn't appear to be fully recovered yet as he failed his physical Tuesday. If he is able to get healthy, the 26-year-old will be free to sign with another team during the 2021 campaign.
