Titans agreed to terms with No. 8 overall pick Jake Locker on a four-year contract. Titans coaches deemed Locker not ready to step right in as a rookie, so they went out and signed Matt Hasselbeck. It's an ideal situation for Locker, who can learn from the veteran quarterback while working on his constantly-questioned accuracy. Barring an injury to Hasselbeck, Locker is unlikely to start any games this season.
