The San Jose Mercury News says the Raiders are keeping an "open mind" when it comes to who will be their starting quarterback.

Same story as we've heard since the season ended, just different wording. The San Francisco Chronicle recently said Palmer was still viewed as a "core player" on the team, but GM Reggie McKenzie and HC Dennis Allen have repeated there will be "competition" at the spot. If Palmer restructures his deal, -- he's due a $13 million base salary in 2013 -- then he will likely be under center come Week 1.
