Steelers coach Mike Tomlin said Tuesday that Rodgers is among key starters who will be held out of Thursday's preseason finale against the Panthers, Brooke Pryor of ESPN.com reports.

In his stead, Mason Rudolph will start a third straight preseason game under center.
