Tennessee Titans wide receiver Kyle Philips (hamstring) has officially been ruled out for the Week 15 contest on Sunday against the Houston Texans. The 24-year-old second-year wideout has been off the fantasy radar pretty much all year, as he's caught just 13 of his 19 targets for 166 yards and no touchdowns in only eight games played.
