Hill has been signed to the Panthers' practice squad, the Steve Reed of the Associated Press reports. He worked out with Carolina earlier in the week, and while the Panthers have more conceivable avenues to playing time for a wide receiver than almost any other team in the league, practice squad players, especially documented busts like Hill, don't typically make good fantasy investments.
