Stumpf returned to the Royals on Tuesday after being designated for assignment by the Phillies.

Since Stumpf was a Rule 5 selection of the Phillies in 2015, he had to be offered back to the Royals before truly becoming a free agent. Kansas City will accept the left-hander, who recently returned from an 80-game PED suspension, and assign him to Triple-A Omaha as a formality. He'll then be transferred to Double-A Northwest Arkansas. Stumpf made seven appearances for the Phillies this season, allowing six earned runs on nine hits across just 5.0 innings.
