Skaggs (elbow) was transferred to the 60-day DL Wednesday. The Angels needed to free up a spot on the 40-man roster, and Skaggs was an obvious candidate. He said recently that he wants to copy the Matt Harvey plan of returning from Tommy John surgery, meaning he may not pitch in a game until 2016.
