Skaggs (biceps) will be recalled from Triple-A Salt Lake on Tuesday to start against the Royals, Pedro Moura of the Los Angeles Times reports.

Tuesday's start will mark Skaggs' first appearance in the big leagues since July 31, 2014, when the promising left-hander was diagnosed with ligament damage in his elbow that required Tommy John surgery. After spending all of last season rehabbing, Skaggs had been building up his arm strength in the minors, and appears to have settled in nicely with Salt Lake. Over his seven appearances with the Triple-A club, Skaggs compiled a 1.67 ERA over 32.1 innings, while striking out 45 batters and walking just eight. He should provide an immediate boost to an Angels rotation that has struggled to find reliable arms at the back end, and his upside makes him an attractive pickup for those in deeper leagues.
