The Angels temporarily shut Skaggs down after he was scratched from a Tommy John rehab start at Triple-A Salt Lake in late April, and he was later diagnosed with biceps tendinitis. The lefty is scheduled to be reevaluated Monday, and if all goes well during his examinations, doctors could clear him to start participating in baseball-related activities again. Because Skaggs has tossed only 9.2 innings in the pro ranks since undergoing Tommy John surgery in August 2014, he'll likely need to put in several successful starts at the Triple-A level before the Angels consider bringing him back to the big leagues.
