Phillies GM Ruben Amaro said Wednesday that Chase Utley (oblique) won't be activated when first eligible. Utley was placed on the 15-day disabled list May 21 with a right oblique strain and has made steady but slow progress in his rehab. Freddy Galvis is serving as the Phillies' primary second baseman for the time being.
