CBS Sports' Jon Heyman reports that the Blue Jays are unlikely to make a qualifying offer to Josh Johnson. Johnson posted a 6.02 ERA over just 16 starts this season and ended the year on the DL with forearm trouble. He also had surgery last month to remove bone spurs from his pitching elbow. However, Johnson's agent, Matt Sosnick, said Friday his client is "100 percent healthy" and will begin his offseason throwing program in 10 days. He's always going to be a health risk, but Johnson won't have trouble getting someone to gamble on his upside.
