Although MLB and the MLBPA have agreed to change the rule prohibiting drafted players from being traded in their first year under contract, the change was not retroactive, meaning that Turner will remain in the Padres organization until June 13, the Washington Post reports. Beginning with this year's class, drafted players can no longer become PTBNLs, but can be dealt beginning on the first day after the World Series.
