Vasquez signed a minor league contract with the Phillies on Tuesday, Jon Heyman of CBS Sports reports. Vasquez, an 18th-round pick by the Mariners in 2009, is attempting to work his way back to the majors after undergoing surgery for a ruptured blood vessel in his brain in November of 2012. He spent the 2014 season in the Orioles' system, posting a 4.95 ERA, 1.52 WHIP and 6.7 K/9 in 27 appearances (19 starts) between Double-A Bowie and Triple-A Norfolk.
