I respect & take seriously Fleaflickers owner reliability rating. I find it to be a legitimate tool in evaluating and measuring what to expect from most owners who are tagged with a red flag. As such, I try to keep away from actions that contribute to receiving a red flag.
When is it "safe" to drop out of a league without it reflecting on your reliability rating?
Once the league champion has been decided it is safe. If you want your team history to stay intact though you need to wait until the new league year starts then drop out before draft begins. If you leave a league before the new year is renewed (which I did) your win-loss record won't count on your career record and you won't see those leagues show up when you look back on your history.
The safe drop window is from the time the playoffs end and a league champion is declared through the start of the following year's draft for that league. I am in more than 30 fleaflicker leagues and a few days ago had already dropped from 3 leagues without a problem after checking to make sure that the playoffs for the leagues had ended on week 16. When I dropped from a fourth league I got a message that my reliability rating would be lowered because I dropped from a league that had already had their draft. I checked the league again and realized that I had misread the playoff page and the final playoff game had not been played yet.
Ideally you have an active commissioner in the league you want to leave and can just ask them to remove you; having the commissioner remove you and select the "This owner doesn't want to play anymore" option for the reason for removal doesn't impact your reliability rating (AFAIK).

DLW is in my opinion the best way.
