If you have to pick now, go with Hightower as he is very likely to have a role with Washington. However, if you do not have to make a choice for some time, Benson could end up signing a FA deal with a team after the NFL draft and have a chance to start.
Wow, both low-level free agents, neither with much hope of walking into starter's touches/fantasy value without a couple of injuries ahead of them.. if those are really, truly the only two choics available to you (which is a terrifying idea), then I'd go with Hightower. His receiving ability and lack of a horrible, me-first attitude make up for the fact that Benson is the better pure runner. But really, I might take a backup kicker before these two retreads..

If only between those two, then Hightower as CedBen is getting older and NFL teams just don't seem to be that interested.
