It's a public league, so one can definitely claim a team by simply hitting the "take over" icon. I think the problem is that the three available teams have only 3 or 4 viable keepers while most of the rest of the teams have 8 or more. If you're looking for a challenge or don't mind having a rebuilding season, this is the place to be.
I think you have a point about the challenge those teams present, and the fact they have fewer Keeper-caliber players than some of the other teams have adds to that. I am going to ask the league if they are okay lowering Keepers from 12 to 8 for at least this season to attract new members better. Would you be interested in joining if that were to go through?
I took another look and am on the fence with one of the two teams left. I will keep an eye on the league and if you don't fill it in a week or so I will reconsider.

You may also be able to simply claim a team of your choosing as well, so try that first and see if you can get in that way!
