David Ortiz is not showing up in my league in free agency or as being drafted. I'm the commish of my league and have checked every roster and nobody owns him. just wondering where he is?

Your league does not offer a DH, you can add the DH option, and he will then show. Commish Options>Edit Roster Requirements
