Constitution

The Bush League Rules 2025

I. Object

To assemble a lineup of National League baseball players whose cumulative statistics during the regular season, compiled and measured by the methods described in these rules, exceed those of all other teams in the league.

Prize money will be distributed as follows:

1st place- 55%

2nd place- 30%

3rd place- 15%

II. Team

There are 10 teams in the league composed initially of National League players.

Players acquired while on a NL roster but traded in-season to the American League will be allowed to continue to accumulate statistics for the remainder of that season while in the AL.

Players who have made the switch may be kept on an owner's roster or reserved, but once the player is released/waived by their CBS team they exit the pool and become AL-players and are therefore off-limits for acquisition. Such players cannot be traded once they go to the AL.

Players who are cut (released, DFA'd, waivers, etc.) by their NL team and then sign with an AL team may NOT be kept. They must be immediately released.

III. Rosters

A team's active roster consists of the following players:

• 5 outfielders

• 1 catchers

• 1 second basemen

• 1 shortstop

• 1 middle infielder (either second baseman or shortstop)

• 1 first baseman

• 1 third baseman

• 1 corner man (either first baseman or third baseman)

• 2 utility player (who may play any non-pitching position)

• 9 pitchers.

There will also be 4 bench players and 2 DL spots

IV. Player Auction Draft

A major league Player Auction Draft is conducted as scheduled by the Commissioner and agreed to by all owners.

Auction Draft: Each team must acquire 27 players during the auction portion of the draft at a total cost not to exceed $260, which becomes their active roster (note: after that there is no salary cap limit). A team need not spend the maximum $260.

The team bidding opens with a minimum salary bid of $1 for any eligible player, and the bidding proceeds at minimum increments of $1 until only one bidder is left. The team acquires the player for that amount. The process is repeated, with successive owners introducing players to be bid on, until every team has a squad of 27 players, by requisite position.

• No team may make a bid for a player it cannot afford. For example, a team with $3 left and two openings on its roster is limited to a maximum bid of $2 for any player.

• No team may bid for a player who qualifies only at a position that a team has already filled. For example, a team that has acquired one catcher, and whose utility and bench positions are filled, may not enter the bidding for any player who only qualifies at catcher.

• Players who begin the season on a major league team's disabled list are eligible to be drafted. If selected, they may be reserved and replaced upon completion of the draft.

• The Commissioner may call a "time out" during the bidding process if a problem arises.

V. Position Eligibility

A player may be assigned to any position that he has been deemed eligible by CBS.

VI. Fees

The entry fee is $75 and due no later than 2 weeks before draft day. $15 of this is payment for the League fee from CBS.

VII. Player Salaries

The salary of a player is determined by the time and means of his acquisition and does not change unless the player becomes a free agent by means of release or is signed to a long-term contract.

• The salary of a player acquired in the auction draft is his auction price.

• The salary of a player acquired in the FAAB process is the price he was acquired at.

• The salary of a player claimed on waivers (where no FAAB was made) is $1 except all players claimed this way after August 31st is a $10 minimum.

• All players FAAB'ed from IL shall have a salary that will be the greater of $10, ½ of the salary at which he was released, or the actual FAAB bid.

The following "lettering" scheme is used in all reporting of a player's contract status:

1st year= A

2nd year=B

3rd year=0

 After player's O year he must be returned to the free agent pool

If you would like to keep a player longer than their scheduled contract, you can long term him

o At the end of his B contract year you can choose to long term a player's contract past his scheduled expiration date. Each long-term year costs $5.

 For example player X is going to be an O at $10

• Owner wants to long term him for one year

o Contract becomes: O+1 $15

• Owner wants to long term for two years

o Contract becomes O+2 $20

In Season Salary Cap: The $260 team salary limit pertains to Auction Draft Day only. There is no salary cap after draft day.

VIII. Standings

The following criteria are used to determine team performance:

Teams are ranked from first to last in each of these ten categories and given points for each place. For example, in our 10-team league, the first-place team in a category receives 10 points, the second-place team 9, and so on down to 1 point for last place. The team with the most total points wins.

Pitching maximum. A team cannot exceed 200 starts in any season.

Pitching Minimum- 900 innings

At-Bats Requirement. 4,200 Minimum

IX. Stats and Stat Periods

Excepting FAABs and Waiver claims, transactions are allowed daily up to 5 minutes prior to the time an individual players team starts its game.

FAABs claims will only be allowed and processed twice weekly (Wednesday and Sunday nights) at 11:00 PM EST.

Performance stats of a player shall be assigned to a team only when that player is on the active 26-man roster. It is common for a player to appear on the roster of more than one team during the season because of trades and waiver list moves.

X. Trades

Trading without limit is allowed from the end of the season until the Spring Keeper Freeze date. Trading is not allowed from the Spring Keeper Freeze until the conclusion of the Auction Draft.

• At no point may a team have more than 26 players on its roster plus 2 players on the DL.

• No trades of any kind can be made between the Leagues trading deadline and the end of the season.

• Trades do not affect the salaries or contract status of players.

• Trades are not allowed to include players to be named later, or future considerations.

• Trades will be subject to league vote using the available mechanisms of the CBS stat site. There is a one-day voting period and 4 votes are required to veto a trade.

• Free agents acquired via the FAAB process for a salary of $25 or more that are traded to another team that same season, must be kept the following season by the team to which the player is traded on their draft day roster.

XI. Signing Free Agents (FAAB)

Active major league players not on any team's active roster, bench or DL at the conclusion of the auction draft become free agents. During the course of the season, the pool of free agents may also include minor leaguers not on any CBS team's roster who are promoted to an active major league roster; players traded from the American League; and waived players who are not claimed. Beginning after the Auction draft and following the rules of the stat site, and continuing through the season until the last weekly transaction deadline, such free agents may be signed, without limit, in the following manner:

• Each team shall have, for the purpose of acquiring free agents during the course of the season, a supplementary budget of $100, known as Free Agent Acquisition Budget (FAAB).

• Twice weekly (Wed and Sunday at 11PM EST) a team may submit a bid for one or more free agents.

• The minimum bid shall be $0; the maximum shall be the amount remaining in a team's FAAB.

• A free agent so selected goes to the highest bidder. If more than one team bids the same amount for the same player, and if that amount is the highest bid, the player goes to the team that is lowest in the standings published the day following the last FAAB auction.

• Prior to September 1st, in the case of zero dollar acquisitions the player's salary will be $1. In all other acquisition cases, the salary of a free agent signed in this manner is his acquisition price. His contract is that of a first-year player. The acquisition price is subtracted from the owner's FAAB.

After September 1st, acquisitions obtained for less than $10 will have a minimum $10 salary assigned to the player. Otherwise, the salary of the free agent obtained is his acquisition price.

"The salary of all players FAAB'ed from the IL will be the greater of $10 or 1/2 the salary at which they were released back to the free agent pool or the amount of the actual FAAB bid."

• If the signing of a free agent places a team over the 26-man roster limit they must at the same time waive a player from their roster.

• If you have open roster spots there will be no need for a matching waiver. If you don't have an open spot then you must at the time of your bid specify a player to waive, i.e, you can't wait and see

XII. Guaranteed Long- Term Contracts

A player who has been under contract at the same salary during two consecutive seasons and whose service has been uninterrupted (that is, he has not been waived or released, although he may have been traded) must, prior to the freezing of rosters in his third season, be released; signed at the same salary for his option year; or signed to a guaranteed long-term contract.

If released, the player returns to the free agent pool and becomes available to the highest bidder at the next auction draft. If signed at the same salary for an option year, the player must be released back into the free agent pool at the end of the season. If signed to a guaranteed long-term contract, the player's salary in each year covered by the new contract (which begins with the option year) shall be the sum of his current salary plus $5 for each additional year beyond the option year.

Example: John Doe's salary was a $7 entering his third or option season. His owner decided to keep him for this year and give him a two-year extension. Each extra year costs $5 which raises his salary to $17 for each of the 3 years the owner now has him under contract.

• A team may sign a player to only one long-term contract, at the end of which he becomes a free agent.

• Option year and long-term contracts are entirely transferable, both in rights and obligations; the trade of a player in no way affects his contract status.

• If, during the course of a long-term contract, a player leaves the NL, the contract is null and void once the player is released. The team that loses the player has no further financial obligations.

• In all other cases - specifically including sudden loss of effectiveness- a team must honor the terms of a long-term contract, as follows: A player with such a contract may be released back into the free agent pool (that is, not protected on a team's roster prior to Auction Draft day), in-season or off-season, but a team that chooses to do so will have to pay $5 into the league treasury for each year left on the contract.

SO, IF YOU WANT TO KEEP A PLAYER FOR MORE THAN 3 YEARS, YOU CAN GIVE HIM A RAISE WITH A LONG-TERM CONTRACT, BUT IF YOU CUT HIM BEFORE THE CONTRACT IS OVER, YOU WILL BE PENALIZED.

XIII. Keepers

Each team may retain up to, but not exceeding, 9 players from one season to the next.

• The names of players must be submitted on Spring Keeper Freeze day. Any long-term contracts signed are also reported at this time. Spring Roster Freeze day typically occurs 7-10 days prior to the Auction draft.

• The cumulative salaries of players protected prior to the Auction Day Draft are deducted from a team's $260 expenditure limit, and the balance is available for acquiring players in the draft.
