Below is lengthy (sorry) rules .( Don't worry we walk you through each step in off-season ) I can give anyone interested a look at two teams available..
The Marvin Miller All-Stars is a competitive baseball simulation governed by the ideals of fair play and good sportsmanship. It is a dynasty league featuring contracts, minor leagues and free-agency rules matching those of major league baseball as closely as possible. This league will pay out the entirety of the combined payrolls. Score-keeping and hosting fees will be shared equally by all teams.
I. League Composition and Scoring
A. Composition
In 2018, the MMAS will have 16 teams split into four divisions of four teams each. Two Divisions will be in the American League and two Divisions will be in National League. The league will use the entire MLB player pool.
B. Regular Season Scoring
From start of season through end of August the MMAS is a head-to-head fantasy league matching pairs of teams in weekly series, which are scored based on the performance of affiliated MLB players during that week in six statistical categories.
Superior performance during the week in each category is treated as a game won, so that the best possible series record is six wins against zero losses. Ties in a given category will be resolved in favor of the home team.
The categories are as follows:
1. On-base percentage
2. Home runs
3. Extra Bases (Doubles plus triples plus stolen bases minus twice the caught stealing.)
4. Run Average
5. Quality starts (Starter pitches at least six innings and allows three or fewer earned runs.)
The playoffs are held in September (dates to be determined at start of current year).
At the end of August (dates to be determined at start of current year) , the Top Team in each division qualifies for playoffs plus one (1) wildcard team from each League..
Division winner with best record in each league receives first round bye..
Wildcard teams will be away at Division Winner with 2nd best record in Round 1
Round 2 will be the division winners who received byes hosting Round 1 winner from their league..
World Series Final will be the first 11 days ( TBD at start of year) of the final two week period of schedule , the two semi losers will play for 3rd and 4th during this time and two quarter final losers will play for 5th and 6th.
Non Playoff Teams-September
The 4 teams with the worst records will play a round robin over the same period of time above to determine their drafting order in the minor league draft the following year from 1 to 4 . The team with the lowest record will always be home team. The team with the most wins during this time will receive first pick, the remaining 3 teams will draft 2-4 based on total record from start of season to end of season (including playoffs). If 2 or more teams are tied after round robin the team lower in the standings will be giving the higher draft pick.
The remaining 6 teams that did not make playoffs will also play against each other in a knockout format similar to the playoff teams in same fashion to determine picks 5 through 10. The winning team will receive pick #5 in draft while remaining 6 through 10 will be determined by points formula combing regular season with playoffs.
Regular-season records will determine home-field advantage in such series.
Only teams whose pitching staffs have accumulated at least 1,100 innings during the regular season are eligible for the playoffs.
Regular season ties will be broken based on the teams' records in head-to-head match ups, followed by HR, QS, OBP, RAA, XB, Pen in that order during the regular season or finally with a coin flip.
Playoff ties will be broken first by actual record ie: if home team received a win for a category that was a tie it will revert back to the tie ( so a 3-3 series could be a win for away team at 3-2 and a tie) If each team wins 3 categories outright making it a 3-3 tie the home team will be awarded the series win.
II. Major-League Rosters and Disabled Lists
Each MMAS team has a 22-man weekly starting lineup, a 26-man active roster (in-season only), a 40-man major league roster, as well as a minor-league roster of up to 40 prospects per team. MMAS rules regulating movement between these rosters are patterned after current MLB procedures.
A. Weekly Starting Lineup
The MMAS lineup submission deadline matches that enforced by CBS Sportsline (Deadline for each player is 5 minutes before game time on day of game for that player..) Only the 22 players in the daily starting lineup will accumulate stats for that day of the week. Players on the active 26 man roster may be moved in and out of lineup on daily bases.
The lineups will consist of the following:

P (10, including at least five starters and no more than 7)
* 4 bench player (not in active daily lineup)
Starters are defined as pitchers who did not pitch in relief during their most recent game appearance or, alternately, are expected to start a game during the upcoming week based on a media report. As in all league matters, final judgment on eligibility rests with the League Office.
Players are eligible for any position they've played in at least 10 games during the current season or preceding season, in any league. Otherwise , a player is eligible at the position he played most frequently during his most recent season, in any league.
B. 26-Man Active Roster
In addition to the players in the weekly starting lineup, teams must carry four additional players on their active roster, one of whom must be eligible at catcher ( you must have 2 eligible catchers both may play on active 22 man roster).
The active roster expands to 28 players between Sept. 1 and end of season . From season end to April April 1 ( or a determined time) the roster expands to 40 active , though, as throughout the season, only 22 players accumulate stats in any given week.
C. 40-Man Roster
The 40-man roster is operative during the active season. All players activated during the season must have a spot on the 40-man roster.
Only players who have options remaining may occupy a spot on the 40-man roster but not on the 26-man active roster during the season. Players who reach arbitration eligibility in MLB are deemed to be out of options ( Super 2 arbitration eligible are considered to still have options), and must clear waivers every time they are demoted.
Major-league veterans with five or more years of real-life service time cannot be demoted unless they've voluntarily accepted an optional assignment by their MLB team (The Brett Myers exception.)
Players optioned to the minors ( 40 man or Minor League) after the start of the regular season cannot return to the 26-man active roster for 10 days if position player and 15 days for pitcher unless they are replacing a disabled or traded player.
The minimum salary for any player on the 40-man major-league roster, including optioned players, is 50 cents.
D. Disabled Lists
Players disabled by a major-league team may be placed on either the 10-day or the 60-day disabled list by their MMAS owner. Players on the 10-day DL count against the 40-man roster but not the 26-man roster; players on the 60-day DL do not count against either roster limit.
All 10-day DL postings are assumed to be retroactive to the day after the player's last appearance in a game. Players placed on the 10-day DL must spend a minimum of 10 days on the DL, he must be activated if he's been activated in real life.
Players on the 60-day DL must remain disabled for a minimum of 60 days regardless of their real-life status. A team must disclose whether the player being put on 60 day DL is retro to rule life status or from date posted. After a player has spent the required minimum of days on either disabled list, he must be activated if he's been activated in real life.
Players may placed on a three-day bereavement leave if they have been placed on the bereavement leave in the MLB.
MLB also institutes a 7 day DL for concussion like symptoms. A MMAS player maybe placed on 7 day DL only if the player has been placed on it in MLB.
III. Player Rights, Salaries and Contracts
Player rights are governed by contracts and applicable MLB service rules. Currently, this means most players will need three years of major-league service time to become eligible for arbitration, and six years for free agency. The league uses the real-life MLB service clock to determine arbitration eligibility. Teams releasing players in the middle of contracts remain responsible for paying those contracts, even if the player subsequently signs with another team.
A. Reserve Clause
Reserve-clause players on the 40-man major-league roster, including those on optional assignment, have a minimum salary of 50 cents. Minor-leaguers have a minimum salary of 25 cents. Minor-leaguers and reserve-clause players are subject to annual renewals at the prior's year salary.
B. Arbitration
In addition to players with three years of service time, the MLB currently makes certain two-year players eligible for arbitration (the super 2's.) The MMAS follows that practice, subject to the availability of such information.
**Super2 Eligibility has been suspended for 2023season.**
A team may non-tender an arbitration-eligible player by the appropriate MMAS deadline, making him a free agent, so long as he is not signed to a multi-year contract.
Arbitration-eligible players who are not acquired in an auction as free agents have annual salaries equal to their MLB salaries divided by 1 million and rounded to the nearest quarter. Signing bonuses are not factored in when calculating the MMAS salary. The salaries of arbitration-eligible players are updated annually in accordance with changes in their MLB salary. Changes to a player's salary at the MLB level after MMAS deadline to resign such players does not affect the player's MMAS salary until the following calendar year.
Arbitration-eligible players cannot have their salaries lowered from the prior year unless they've been released in the past 12 months by an MLB team.
Veteran players have salaries set in an auction, through arbitration or by the team resigning them in accordance with applicable rules.
The League Office designates a publicly available reference source for official salary information. The current official source is Cot's Baseball Contracts. Owners who have evidence to dispute the salary information listed by the official source may appeal the matter to the League Office.
C. Early Contract Extensions
Players with at least two but less than five years of service time are eligible for multi-year contract extensions. The extensions have a fixed term corresponding to a player's service time as follows:
less than 3 years of MLB service time: seven-year(7) extension
< 4 years: five-year (5) extension
< 5 years: three-year(3) extension
The salary in each year of such contracts is fixed at $7.50 * x/162, where x is the luxury tax threshold that applied the prior year. For the remainder of the current CBA, the rates are as follows:
2025 :$11.00
2026: $11.25
Players already earning more than the universal rate can be signed to early extensions at their current salary. Arbitration-eligible players must be paid no less than their guaranteed salary for the coming season, if known, if they've been signed to an early extension after the contract tender deadline. Early extensions may only be signed in the off-season.
D. Bidding on Free Agents
Bidding on free agents is conducted on a designated area of a league bulletin board, with any team eligible to make a bid by listing one in a folder created for that player.
Bids will become binding contracts if they have not been topped by offers with a higher Average Annual Value (AAV) within 48 hours.
Players with six or more years of MLB service time become free agents at the conclusion of their contract except as provided below.
During the baseball season, only players from a major-league team's 26-man active roster may be signed as free agents.
Players eligible for a future MMAS draft may not be signed in the off-season until drafted. They may be signed during the baseball season only if bidding is initiated while the player is on the active roster of a major-league club.
Free agents may be signed at any time of the year except during the following period:
-- From the end of the regular season until the end of the exclusive negotiating period which is set by the Commissioner in Off -Season Calendar.
Should Commissioner suspend any auction that does not conclude before the end of one signing period it will resume with a new 48-hour clock at the outset of the next signing period.
Contracts may be of any length, but multi-year contracts must pay at least $3 per year, and all contracts paying $10 per year or more must be for at least two years. (This requirement does not apply to contracts signed via Arbitration or Qualifying Offers but does apply to contract renewals.) All contracts must pay the same dollar amount in each year of the contract. Bidding is in 25-cent increments (i.e., next valid bid after $7.50 is $7.75.)
Contract offers will be evaluated based on the following formula:
Total Bid Value = Total Contract Value (Annual Salary Multiplied by Number of Years) plus 150% of Annual Salary.
Example: a five-year contract for $8 per year has a Total Contract Value of $40 and a Total Bid Value of $52 (40 + 8*1.5). A three-year contract for $12 per year has a Total Contract Value of $36 and a bid value of $54 (36 + 12*1.5).
All guaranteed free agent contracts with terms longer than six years and total contract value above $60 require total contract value to be deposited with the league office (subject to commissioners discretion) within two weeks of the signing. Such deposits will be supplementary to the league wide payroll deposit rules and credit policies.
Any player who's contract who takes him beyond the age of 38 will be guaranteed that contract in entirely.. ie: the owner will be responsible for the complete contract $ whether he retires or not.
Each team is allowed to carry on its minor-league roster two players signed from free agency to one-year minor-league contracts. Such contracts can only be signed between March 15 and the end of the regular season, and can be superseded during the bidding process by a competing offer of a major-league contract at the league minimum. The players signed as minor-league free agents must be offered a major-league contract when called up. Players initially signed as minor-leaguers may not be resigned during the exclusive negotiating period at the end of the year, but may be offered arbitration.
No contract signing is valid unless a team is in good financial standing based on uniform rules described in advance by the commissioner.
E. Retaining Free Agents
At the end of the season teams may make a Qualifying Offer to departing free agents they employed for the entirety of the preceding season, whether in the majors, minors, on the disabled list or some other inactive list.
Effective at the end of the 2018 season, a qualifying offer may only be made to a player who has not previously received one in the MMAS. Only the qualifying offers made in calendar year 2018 or later will be considered for the purpose of determining eligibility.
A Qualifying Offer is an offer of a one-year contract for the next season and is set at 85% of MLB Qualifying Offer rate ($18.00 for 2025).
The Qualifying Offer will be accepted if no other team tops it with an offer of greater average annual value within 48 hours of the end of the exclusive negotiating period. Offers topping such Qualifying Offers kick off regular auctions in which the player's former team is treated as any other.
F. Qualifying Offer Compensation
Teams extending a Qualifying Offer to free agents who sign elsewhere will receive a supplementary pick after the fourth round of the minor-league draft if they incurred luxury tax in the most recent season.
All other teams losing a free agent after a qualifying offer are compensated with a supplementary draft pick after the third round if the free agent signed a new contract with a total value below $50 and with a supplementary pick after the second round if the free agent signed a new contract with a total value of at least $50.
A team signing a free agent after a Qualifying Offer by another team forfeits its second-highest pick in the next minor-league draft. Teams signing two or more free agents tied to a Qualifying Offer forfeit their second- and third-highest picks. Teams incurring luxury tax in the prior season forfeit their second- and fifth-highest picks if they sign one free agent tied to a Qualifying Offer, and second-, third-, fifth-, and sixth-highest picks if they sign multiple such free agents.
G. First-Strike Bids
At the end of the exclusive negotiating period, on a date set by the commissioner each team has the right to initiate a "first strike" in pursuit of one, and only one, free agent.
All "first-strike" bids must be for at least 150% of the player's former salary and for at least four years.
A "first-strike" auction concludes 48 hours after the initial bid, rather than the standard 48 hours from the last bid. If a bid is made with-in the last 5 minutes of closing this will kick off overtime. Overtime will conclude when there has been no bid one full hour without a topping bid .ALL BIDS MUST BE FOR 4 YEARS IN THE AUCTION.
"First-strike" auctions can only be initiated during the period immediately following the exclusive negotiating period set by the commissioner.
H. Player Retirements and Suspensions
A team with a contract for a player who has not played any part of the season, whether through a retirement, suspension, or any cause other than an injury or illness, can void that contract and obtain a refund at the end of the year, though no refund will be given for any additional luxury tax paid on that player's salary. A team may not resign that player in following years until the entirety of his contract has been exhausted,
Players who have retired, been suspended or are otherwise unable to perform may be placed on the disabled list, with the consent of the League Office and subject the normal DL rules.
In the case of a disability not incurred on a baseball field, a player contract may be voided after a full year of inactivity, but no refund will be due. Except as limited above, teams are responsible for the entirety of the contracts signed, whether the player is injured or released.
IV. Minor League Draft and Roster
A. Draft Procedures
The minor-league draft will be held during the baseball season in May before the MLB draft. In each round, teams will draft in reverse order of the prior season's finish and playoffs as described above, subject to changes for free-agent compensation as outlined below. In case of a standings tie, the team with the lower payroll in the prior year gets the higher pick.
Teams may draft for as many rounds as desired, but only 40 players may be on the minor-league roster at any given time . Draft picks will be added to teams the following off-season unless requested by ownwer and approved by commissioner.
The draft will last for 20 rounds .Teams may pass in any round. Drafted players are assigned a minor-league salary of 25 cents.
B. Draft Eligibility
Batters with fewer than 130 major-league at-bats and pitchers with fewer than 50 major-league innings pitched will be eligible for the minors drafts in each year. To qualify for the draft in any year, players must additionally meet any one of the following four criteria:
-- Have signed a minor-league contract
-- Have spent time on a MLB minor-league roster in the last two years
-- Have been drafted by an MLB team that retains their rights
-- Are eligible for MLB's amateur draft in the current calendar year
Once a player has been drafted in the MMAS he remains that team's property irrespective of his subsequent MLB draft status.
The Commissioner will at the time of the draft put a freeze on all players that are eligible for the draft ie: no potential draftee will be able to put up for auction after the freeze and no potential player who was not eligible for the draft before the draft started will become eligible.
C. Signing Bonuses
Drafted players will require signing bonuses. The signing bonus schedule for the minor-league draft is as follows:
Round 1: $5 for first five picks; $3 for subsequent first-round picks.
Round 2: $1.50
Round 3: $1
Rounds 4-7: 75 cents
Rounds 8-15: 50 cents
Rounds 16-20 25 cents
Supplemental picks require the same bonus as those in the preceding round.
D. Outrighting
Once promoted from the minor-league roster to the 40-man major-league roster, players may only return (be outrighted) if they have not yet reached arbitration eligibility or, for those arbitration eligible (3 to 4.99 years service) and in all cases only after clearing waivers. Players with 5 plus years service may not be outrighted .
E. Minor-League Releases
Players released from the minor-league roster need not clear waivers, but cannot sign their next contract with the same team.
V. The Rule 5 Draft
A player not on a team's Major League 40-man roster is eligible for the Rule 5 draft during the fourth autumn since signing of his first contract. Teams draft in reverse order of finish in the most recent season, for as many rounds as desired. The drafting team must pay the player's owner a claiming fee of $4. This fee is considered an off-season transaction, and is not counted toward any season's payroll for the purposes of the luxury tax calculation or the salary maximum.
Teams must keep Rule 5 draftees on their 40-man roster throughout the subsequent season, or else waive that player. If a player clears waivers he must be offered to his original team for 25 cents. If a player returns to his original team in this way, he returns directly to its minor-league roster. Any player who was selected in Rule V draft may be placed in minors the following year without passing through waivers provided he spent the entire previous year on the 40 man roster.
VI. Overseas Players
Players performing overseas who are not under contract with a Major league Baseball franchise are not eligible to be acquired in the MMAS until they've been posted or signed such a contract.
An overseas player signed as a free agent by an MLB team is eligible for normal auction bidding after signing an MLB contract.
The MMAS team signing a posted player as a free agent will pay 20 % of total MMAS contract in posting fees ( in line with MLB) into the revenue pool.
Posting fees paid are excluded from luxury tax calculations.
VII. Financial Framework
A. League Revenue Pool
The league revenue pool consists of the combined major-league and minor-league payrolls for the current year, plus minor-league signing bonuses, plus posting fees and league fines. Competitive balance tax levies are collected separately and redistributed equally to all teams.
Teams must make a preseason deposit of and return the deposit to that level before making post-season withdrawals in consideration of the following year's commitments. Interest earned on deposits will be applied toward league operating costs. League costs are split equally and deducted from team deposits.
A. Regular Season Wins
Forty percent of the league revenue pool is divided between all teams in proportion to the number of their regular-season wins relative to the total number of wins in the league.
B. Playoff Bonus Pool
Thirty-three (33) percent of the league revenue pool is segregated as the playoff bonus pool. The MMAS World Series winner receives a bonus equal to 12% of league revenue, while the World Series loser receives a bonus equal to 8% of league revenue. Third place 6% , 4th place 4% , 5th place 2% and 6th place 1% of league revenue .
C. Revenue Sharing
Fifteen (15) percent of the league revenue pool is divided equally between all teams as shared revenue. Net recipients of revenue sharing funds (compared with their projected share based on won-loss records) must allocate them toward a payroll increase in the following season unless doing so would place them over the luxury tax threshold. Net revenue-sharing receipts not applied to the next year's payroll up to the luxury tax threshold must be returned to the league pool. Example: A team that receives an additional $10 in revenue-sharing funds over the amount warranted by its won-loss record and increases its payroll by $7 the following year will have to return $3 to the league revenue pool. But no refund will be due on any retained revenue-sharing funds that would have boosted spending above the luxury tax threshold.
D: Placement Shares
Twelve (12) percent will be allocated based on a team's place in the standings, with the last team getting one share, the next-to-last team getting two shares, the third-from-bottom team getting three shares, etc. For a team to qualify they must have a winning percentage of .480.
VIII. Luxury Tax
The competitive balance (luxury) tax thresholds through the end of the current collective bargaining agreement are set as follows:
2025 :$241
2026: $244
First-time luxury-tax payers are taxed at a rate of 20% on spending above the Luxary Tax threshold.
Those paying tax for the second consecutive year are taxed at a 30% rate.
Those paying tax for the at least a third consecutive year are taxed at a 50% rate on spending above the threshold.
The second threshold is $20 million above the first, the third $40 million above the first and a new fourth threshold ( starting in 2023) $60 million above the first.
The second threshold ($20 - $39 above 1st threshold) will be taxed 32% (1st time offender) , 42% (second time offender) & 62% (3rd or more time offender)
The third threshold ($40-$59 above 1st threshold) will be taxed 62.5% (1st time offender) , 75% (second time offender) & 95% (3rd or more time offender).
The new fourth threshold (starting 2023) will be taxed 80% (1st time offender) , 90% (second time offender) & 110% (3rd or more time offender).
Teams spending $40 million or more above the luxury tax threshold will have their highest pick in the next minor-league draft moved back 10 spaces. Those with one of the top five overall picks will have their second-highest pick moved back 10 spaces instead.
Prior tax payers who have spent at least one year under the threshold and then again exceed the threshold are taxed as a first-time payer.
Only the salaries of players on the 40-man major-league roster, released players and those who have been outrighted count toward the luxury tax threshold.
Luxury tax assessments in future years will be adjusted by the commissioner based on prevailing MLB practices, .
VIII. Waivers
A major-league player must be placed on waivers prior to his release.
Arbitration-eligible players must be placed on waivers before an optional assignment.
Reserve-clause players must be placed on waivers prior to an outright assignment to the minor-league roster.
A player placed on waivers will be lost if claimed by another team.
If the claim is successful, the claiming team assumes the player's contract. Priority will be based on the reverse order of the latest standings except during April, when the reverse order of the prior season's final standings will be used.
Waiver claims must be made within 48 hours of the waiver.
Any player that is DFA, his team will have up to 24 hours to either trade, release or waive him to the minors ( provided he is able to). If the team fails to do so the player will automatically be released and the team is responsible for his contract in full.
IX. Trades
The MMAS is a free-trading league, with no protests allowed and trades overturned by the League Office in rare cases only if no analog exists in the MLB. Trades may include money, up to the total amount owed to all the players on one side of the trade. Some of the money transfers may be deferred until subsequent years as long as they're subsidizing player salaries in subsequent years.
There will be no trades from Aug 1 to end of season..
Players may not be traded the year they're drafted, though they may be specified as players-to-be-named for transfer at the end of the year.
Player-to-be-named-later trades are also allowed in the following instances:
If the teams agree to select players from an agreed upon pool based on the performance of the traded players, with all such clauses disclosed in detail to the league office, which will make these public.
If the traded player is to be transferred after the Rule 5 draft, and his identity is disclosed to the league office, which will then make it public.
Player to be named later trades may not be used to transfer draft picks. No draft pick trades are allowed.
X. Franchise Transfers
By committing to multi-year contracts, MMAS owners assume the responsibility to recruit a replacement should they wish to leave the league. If that is not possible, the league commissioner and other owners will step in to recruit a replacement owner. The old owner will be responsible for any contracts which extend past the year he decides to leave.
XI. Sportsmanship
This league requires active membership as well as common courtesy. Prompt replies to communications are a must. The commissioner shall have the power to impose fines of up to $15 for violations of league rules. Fines will be payable immediately, will be included in season-end pool, but will not count against payroll for luxury tax or salary cap purposes. Repeat offenders will be subject to expulsion.
XII. Governance
This league is intended to be a realistic simulation of MLB economics, and rule changes departing from that principle can only be approved by unanimous consent. Other rule changes will require a two-thirds majority vote unless specified otherwise.
The goal of the league is to remain a realistic simulation, and the League Office is charged with proposing rule amendments intended to match the prevailing practice in the MLB.
The League Office is the final in-season arbiter of the rules and other league matters. League officers shall be subject to annual re-election by a simple majority vote in the event there are alternative nominees.
Decisions on expansion and contraction must be approved by a two-thirds majority of current owners. Expansion and contraction procedures, including expansion draft methodology, etc. must be proposed by the commissioner and approved by a simple majority of owners.

From start of season through end of August the MMAS is a head-to-head fantasy league matching pairs of teams in weekly series, which are scored based on the performance of affiliated MLB players during that week in six statistical categories.
Superior performance during the week in each category is treated as a game won, so that the best possible series record is six wins against zero losses. Ties in a given category will be resolved in favor of the home team.
The categories are as follows:
1. On-base percentage
2. Home runs
3. Extra Bases (Doubles plus triples plus stolen bases minus twice the caught stealing.)
4. Run Average
5. Quality starts (Starter pitches at least six innings and allows three or fewer earned runs.)
6. Bullpen: (Reliever Appearances * 0.5) + Holds + Saves - (Blown Saves * 2) - (Relief Losses * 2)
C. Playoffs
The playoffs are held in September (dates to be determined at start of current year).
At the end of August (dates to be determined at start of current year) , the Top Team in each division qualifies for playoffs plus one (1) wildcard team from each League..
Division winner with best record in each league receives first round bye..
Wildcard teams will be away at Division Winner with 2nd best record in Round 1
Round 2 will be the division winners who received byes hosting Round 1 winner from their league..
World Series Final will be the first 11 days ( TBD at start of year) of the final two week period of schedule , the two semi losers will play for 3rd and 4th during this time and two quarter final losers will play for 5th and 6th.
Non Playoff Teams-September
The 4 teams with the worst records will play a round robin over the same period of time above to determine their drafting order in the minor league draft the following year from 1 to 4 . The team with the lowest record will always be home team. The team with the most wins during this time will receive first pick, the remaining 3 teams will draft 2-4 based on total record from start of season to end of season (including playoffs). If 2 or more teams are tied after round robin the team lower in the standings will be giving the higher draft pick.
The remaining 6 teams that did not make playoffs will also play against each other in a knockout format similar to the playoff teams in same fashion to determine picks 5 through 10. The winning team will receive pick #5 in draft while remaining 6 through 10 will be determined by points formula combing regular season with playoffs.
Regular-season records will determine home-field advantage in such series.
Only teams whose pitching staffs have accumulated at least 1,100 innings during the regular season are eligible for the playoffs.
Regular season ties will be broken based on the teams' records in head-to-head match ups, followed by HR, QS, OBP, RAA, XB, Pen in that order during the regular season or finally with a coin flip.
Playoff ties will be broken first by actual record ie: if home team received a win for a category that was a tie it will revert back to the tie ( so a 3-3 series could be a win for away team at 3-2 and a tie) If each team wins 3 categories outright making it a 3-3 tie the home team will be awarded the series win.
II. Major-League Rosters and Disabled Lists
Each MMAS team has a 22-man weekly starting lineup, a 26-man active roster (in-season only), a 40-man major league roster, as well as a minor-league roster of up to 40 prospects per team. MMAS rules regulating movement between these rosters are patterned after current MLB procedures.
A. Weekly Starting Lineup
The MMAS lineup submission deadline matches that enforced by CBS Sportsline (Deadline for each player is 5 minutes before game time on day of game for that player..) Only the 22 players in the daily starting lineup will accumulate stats for that day of the week. Players on the active 26 man roster may be moved in and out of lineup on daily bases.
The lineups will consist of the following:

Starters are defined as pitchers who did not pitch in relief during their most recent game appearance or, alternately, are expected to start a game during the upcoming week based on a media report. As in all league matters, final judgment on eligibility rests with the League Office.
Players are eligible for any position they've played in at least 10 games during the current season or preceding season, in any league. Otherwise , a player is eligible at the position he played most frequently during his most recent season, in any league.
B. 26-Man Active Roster
In addition to the players in the weekly starting lineup, teams must carry four additional players on their active roster, one of whom must be eligible at catcher ( you must have 2 eligible catchers both may play on active 22 man roster).
The active roster expands to 28 players between Sept. 1 and end of season . From season end to April April 1 ( or a determined time) the roster expands to 40 active , though, as throughout the season, only 22 players accumulate stats in any given week.
C. 40-Man Roster
The 40-man roster is operative during the active season. All players activated during the season must have a spot on the 40-man roster.
Only players who have options remaining may occupy a spot on the 40-man roster but not on the 26-man active roster during the season. Players who reach arbitration eligibility in MLB are deemed to be out of options ( Super 2 arbitration eligible are considered to still have options), and must clear waivers every time they are demoted.
Major-league veterans with five or more years of real-life service time cannot be demoted unless they've voluntarily accepted an optional assignment by their MLB team (The Brett Myers exception.)
Players optioned to the minors ( 40 man or Minor League) after the start of the regular season cannot return to the 26-man active roster for 10 days if position player and 15 days for pitcher unless they are replacing a disabled or traded player.
The minimum salary for any player on the 40-man major-league roster, including optioned players, is 50 cents.
D. Disabled Lists
Players disabled by a major-league team may be placed on either the 10-day or the 60-day disabled list by their MMAS owner. Players on the 10-day DL count against the 40-man roster but not the 26-man roster; players on the 60-day DL do not count against either roster limit.
All 10-day DL postings are assumed to be retroactive to the day after the player's last appearance in a game. Players placed on the 10-day DL must spend a minimum of 10 days on the DL, he must be activated if he's been activated in real life.
Players on the 60-day DL must remain disabled for a minimum of 60 days regardless of their real-life status. A team must disclose whether the player being put on 60 day DL is retro to rule life status or from date posted. After a player has spent the required minimum of days on either disabled list, he must be activated if he's been activated in real life.
Players may placed on a three-day bereavement leave if they have been placed on the bereavement leave in the MLB.
MLB also institutes a 7 day DL for concussion like symptoms. A MMAS player maybe placed on 7 day DL only if the player has been placed on it in MLB.
III. Player Rights, Salaries and Contracts
Player rights are governed by contracts and applicable MLB service rules. Currently, this means most players will need three years of major-league service time to become eligible for arbitration, and six years for free agency. The league uses the real-life MLB service clock to determine arbitration eligibility. Teams releasing players in the middle of contracts remain responsible for paying those contracts, even if the player subsequently signs with another team.
A. Reserve Clause
Reserve-clause players on the 40-man major-league roster, including those on optional assignment, have a minimum salary of 50 cents. Minor-leaguers have a minimum salary of 25 cents. Minor-leaguers and reserve-clause players are subject to annual renewals at the prior's year salary.
B. Arbitration
In addition to players with three years of service time, the MLB currently makes certain two-year players eligible for arbitration (the super 2's.) The MMAS follows that practice, subject to the availability of such information.
**Super2 Eligibility has been suspended for 2023season.**
A team may non-tender an arbitration-eligible player by the appropriate MMAS deadline, making him a free agent, so long as he is not signed to a multi-year contract.
Arbitration-eligible players who are not acquired in an auction as free agents have annual salaries equal to their MLB salaries divided by 1 million and rounded to the nearest quarter. Signing bonuses are not factored in when calculating the MMAS salary. The salaries of arbitration-eligible players are updated annually in accordance with changes in their MLB salary. Changes to a player's salary at the MLB level after MMAS deadline to resign such players does not affect the player's MMAS salary until the following calendar year.
Arbitration-eligible players cannot have their salaries lowered from the prior year unless they've been released in the past 12 months by an MLB team.
Veteran players have salaries set in an auction, through arbitration or by the team resigning them in accordance with applicable rules.
The League Office designates a publicly available reference source for official salary information. The current official source is Cot's Baseball Contracts. Owners who have evidence to dispute the salary information listed by the official source may appeal the matter to the League Office.
C. Early Contract Extensions
Players with at least two but less than five years of service time are eligible for multi-year contract extensions. The extensions have a fixed term corresponding to a player's service time as follows:
less than 3 years of MLB service time: seven-year(7) extension
< 4 years: five-year (5) extension
< 5 years: three-year(3) extension
The salary in each year of such contracts is fixed at $7.50 * x/162, where x is the luxury tax threshold that applied the prior year. For the remainder of the current CBA, the rates are as follows:
2025 :$11.00
2026: $11.25
Players already earning more than the universal rate can be signed to early extensions at their current salary. Arbitration-eligible players must be paid no less than their guaranteed salary for the coming season, if known, if they've been signed to an early extension after the contract tender deadline. Early extensions may only be signed in the off-season.
D. Bidding on Free Agents
Bidding on free agents is conducted on a designated area of a league bulletin board, with any team eligible to make a bid by listing one in a folder created for that player.
Bids will become binding contracts if they have not been topped by offers with a higher Average Annual Value (AAV) within 48 hours.
Players with six or more years of MLB service time become free agents at the conclusion of their contract except as provided below.
During the baseball season, only players from a major-league team's 26-man active roster may be signed as free agents.
Players eligible for a future MMAS draft may not be signed in the off-season until drafted. They may be signed during the baseball season only if bidding is initiated while the player is on the active roster of a major-league club.
Free agents may be signed at any time of the year except during the following period:
-- From the end of the regular season until the end of the exclusive negotiating period which is set by the Commissioner in Off -Season Calendar.
Should Commissioner suspend any auction that does not conclude before the end of one signing period it will resume with a new 48-hour clock at the outset of the next signing period.
Contracts may be of any length, but multi-year contracts must pay at least $3 per year, and all contracts paying $10 per year or more must be for at least two years. (This requirement does not apply to contracts signed via Arbitration or Qualifying Offers but does apply to contract renewals.) All contracts must pay the same dollar amount in each year of the contract. Bidding is in 25-cent increments (i.e., next valid bid after $7.50 is $7.75.)
Contract offers will be evaluated based on the following formula:
Total Bid Value = Total Contract Value (Annual Salary Multiplied by Number of Years) plus 150% of Annual Salary.
Example: a five-year contract for $8 per year has a Total Contract Value of $40 and a Total Bid Value of $52 (40 + 8*1.5). A three-year contract for $12 per year has a Total Contract Value of $36 and a bid value of $54 (36 + 12*1.5).
All guaranteed free agent contracts with terms longer than six years and total contract value above $60 require total contract value to be deposited with the league office (subject to commissioners discretion) within two weeks of the signing. Such deposits will be supplementary to the league wide payroll deposit rules and credit policies.
Any player who's contract who takes him beyond the age of 38 will be guaranteed that contract in entirely.. ie: the owner will be responsible for the complete contract $ whether he retires or not.
Each team is allowed to carry on its minor-league roster two players signed from free agency to one-year minor-league contracts. Such contracts can only be signed between March 15 and the end of the regular season, and can be superseded during the bidding process by a competing offer of a major-league contract at the league minimum. The players signed as minor-league free agents must be offered a major-league contract when called up. Players initially signed as minor-leaguers may not be resigned during the exclusive negotiating period at the end of the year, but may be offered arbitration.
No contract signing is valid unless a team is in good financial standing based on uniform rules described in advance by the commissioner.
E. Retaining Free Agents
At the end of the season teams may make a Qualifying Offer to departing free agents they employed for the entirety of the preceding season, whether in the majors, minors, on the disabled list or some other inactive list.
Effective at the end of the 2018 season, a qualifying offer may only be made to a player who has not previously received one in the MMAS. Only the qualifying offers made in calendar year 2018 or later will be considered for the purpose of determining eligibility.
A Qualifying Offer is an offer of a one-year contract for the next season and is set at 85% of MLB Qualifying Offer rate ($18.00 for 2025).
The Qualifying Offer will be accepted if no other team tops it with an offer of greater average annual value within 48 hours of the end of the exclusive negotiating period. Offers topping such Qualifying Offers kick off regular auctions in which the player's former team is treated as any other.
F. Qualifying Offer Compensation
Teams extending a Qualifying Offer to free agents who sign elsewhere will receive a supplementary pick after the fourth round of the minor-league draft if they incurred luxury tax in the most recent season.
All other teams losing a free agent after a qualifying offer are compensated with a supplementary draft pick after the third round if the free agent signed a new contract with a total value below $50 and with a supplementary pick after the second round if the free agent signed a new contract with a total value of at least $50.
A team signing a free agent after a Qualifying Offer by another team forfeits its second-highest pick in the next minor-league draft. Teams signing two or more free agents tied to a Qualifying Offer forfeit their second- and third-highest picks. Teams incurring luxury tax in the prior season forfeit their second- and fifth-highest picks if they sign one free agent tied to a Qualifying Offer, and second-, third-, fifth-, and sixth-highest picks if they sign multiple such free agents.
G. First-Strike Bids
At the end of the exclusive negotiating period, on a date set by the commissioner each team has the right to initiate a "first strike" in pursuit of one, and only one, free agent.
All "first-strike" bids must be for at least 150% of the player's former salary and for at least four years.
A "first-strike" auction concludes 48 hours after the initial bid, rather than the standard 48 hours from the last bid. If a bid is made with-in the last 5 minutes of closing this will kick off overtime. Overtime will conclude when there has been no bid one full hour without a topping bid .ALL BIDS MUST BE FOR 4 YEARS IN THE AUCTION.
"First-strike" auctions can only be initiated during the period immediately following the exclusive negotiating period set by the commissioner.
H. Player Retirements and Suspensions
A team with a contract for a player who has not played any part of the season, whether through a retirement, suspension, or any cause other than an injury or illness, can void that contract and obtain a refund at the end of the year, though no refund will be given for any additional luxury tax paid on that player's salary. A team may not resign that player in following years until the entirety of his contract has been exhausted,
Players who have retired, been suspended or are otherwise unable to perform may be placed on the disabled list, with the consent of the League Office and subject the normal DL rules.
In the case of a disability not incurred on a baseball field, a player contract may be voided after a full year of inactivity, but no refund will be due. Except as limited above, teams are responsible for the entirety of the contracts signed, whether the player is injured or released.
IV. Minor League Draft and Roster
A. Draft Procedures
The minor-league draft will be held during the baseball season in May before the MLB draft. In each round, teams will draft in reverse order of the prior season's finish and playoffs as described above, subject to changes for free-agent compensation as outlined below. In case of a standings tie, the team with the lower payroll in the prior year gets the higher pick.
Teams may draft for as many rounds as desired, but only 40 players may be on the minor-league roster at any given time . Draft picks will be added to teams the following off-season unless requested by ownwer and approved by commissioner.
The draft will last for 20 rounds .Teams may pass in any round. Drafted players are assigned a minor-league salary of 25 cents.
B. Draft Eligibility
Batters with fewer than 130 major-league at-bats and pitchers with fewer than 50 major-league innings pitched will be eligible for the minors drafts in each year. To qualify for the draft in any year, players must additionally meet any one of the following four criteria:
-- Have signed a minor-league contract
-- Have spent time on a MLB minor-league roster in the last two years
-- Have been drafted by an MLB team that retains their rights
-- Are eligible for MLB's amateur draft in the current calendar year
Once a player has been drafted in the MMAS he remains that team's property irrespective of his subsequent MLB draft status.
The Commissioner will at the time of the draft put a freeze on all players that are eligible for the draft ie: no potential draftee will be able to put up for auction after the freeze and no potential player who was not eligible for the draft before the draft started will become eligible.
C. Signing Bonuses
Drafted players will require signing bonuses. The signing bonus schedule for the minor-league draft is as follows:
Round 1: $5 for first five picks; $3 for subsequent first-round picks.
Round 2: $1.50
Round 3: $1
Rounds 4-7: 75 cents
Rounds 8-15: 50 cents
Rounds 16-20 25 cents
Supplemental picks require the same bonus as those in the preceding round.
D. Outrighting
Once promoted from the minor-league roster to the 40-man major-league roster, players may only return (be outrighted) if they have not yet reached arbitration eligibility or, for those arbitration eligible (3 to 4.99 years service) and in all cases only after clearing waivers. Players with 5 plus years service may not be outrighted .
E. Minor-League Releases
Players released from the minor-league roster need not clear waivers, but cannot sign their next contract with the same team.
V. The Rule 5 Draft
A player not on a team's Major League 40-man roster is eligible for the Rule 5 draft during the fourth autumn since signing of his first contract. Teams draft in reverse order of finish in the most recent season, for as many rounds as desired. The drafting team must pay the player's owner a claiming fee of $4. This fee is considered an off-season transaction, and is not counted toward any season's payroll for the purposes of the luxury tax calculation or the salary maximum.
Teams must keep Rule 5 draftees on their 40-man roster throughout the subsequent season, or else waive that player. If a player clears waivers he must be offered to his original team for 25 cents. If a player returns to his original team in this way, he returns directly to its minor-league roster. Any player who was selected in Rule V draft may be placed in minors the following year without passing through waivers provided he spent the entire previous year on the 40 man roster.
VI. Overseas Players
Players performing overseas who are not under contract with a Major league Baseball franchise are not eligible to be acquired in the MMAS until they've been posted or signed such a contract.
An overseas player signed as a free agent by an MLB team is eligible for normal auction bidding after signing an MLB contract.
The MMAS team signing a posted player as a free agent will pay 20 % of total MMAS contract in posting fees ( in line with MLB) into the revenue pool.
Posting fees paid are excluded from luxury tax calculations.
VII. Financial Framework
A. League Revenue Pool
The league revenue pool consists of the combined major-league and minor-league payrolls for the current year, plus minor-league signing bonuses, plus posting fees and league fines. Competitive balance tax levies are collected separately and redistributed equally to all teams.
Teams must make a preseason deposit of and return the deposit to that level before making post-season withdrawals in consideration of the following year's commitments. Interest earned on deposits will be applied toward league operating costs. League costs are split equally and deducted from team deposits.
A. Regular Season Wins
Forty percent of the league revenue pool is divided between all teams in proportion to the number of their regular-season wins relative to the total number of wins in the league.
B. Playoff Bonus Pool
Thirty-three (33) percent of the league revenue pool is segregated as the playoff bonus pool. The MMAS World Series winner receives a bonus equal to 12% of league revenue, while the World Series loser receives a bonus equal to 8% of league revenue. Third place 6% , 4th place 4% , 5th place 2% and 6th place 1% of league revenue .
C. Revenue Sharing
Fifteen (15) percent of the league revenue pool is divided equally between all teams as shared revenue. Net recipients of revenue sharing funds (compared with their projected share based on won-loss records) must allocate them toward a payroll increase in the following season unless doing so would place them over the luxury tax threshold. Net revenue-sharing receipts not applied to the next year's payroll up to the luxury tax threshold must be returned to the league pool. Example: A team that receives an additional $10 in revenue-sharing funds over the amount warranted by its won-loss record and increases its payroll by $7 the following year will have to return $3 to the league revenue pool. But no refund will be due on any retained revenue-sharing funds that would have boosted spending above the luxury tax threshold.
D: Placement Shares
Twelve (12) percent will be allocated based on a team's place in the standings, with the last team getting one share, the next-to-last team getting two shares, the third-from-bottom team getting three shares, etc. For a team to qualify they must have a winning percentage of .480.
VIII. Luxury Tax
The competitive balance (luxury) tax thresholds through the end of the current collective bargaining agreement are set as follows:
2025 :$241
2026: $244
First-time luxury-tax payers are taxed at a rate of 20% on spending above the Luxary Tax threshold.
Those paying tax for the second consecutive year are taxed at a 30% rate.
Those paying tax for the at least a third consecutive year are taxed at a 50% rate on spending above the threshold.
The second threshold is $20 million above the first, the third $40 million above the first and a new fourth threshold ( starting in 2023) $60 million above the first.
The second threshold ($20 - $39 above 1st threshold) will be taxed 32% (1st time offender) , 42% (second time offender) & 62% (3rd or more time offender)
The third threshold ($40-$59 above 1st threshold) will be taxed 62.5% (1st time offender) , 75% (second time offender) & 95% (3rd or more time offender).
The new fourth threshold (starting 2023) will be taxed 80% (1st time offender) , 90% (second time offender) & 110% (3rd or more time offender).
Teams spending $40 million or more above the luxury tax threshold will have their highest pick in the next minor-league draft moved back 10 spaces. Those with one of the top five overall picks will have their second-highest pick moved back 10 spaces instead.
Prior tax payers who have spent at least one year under the threshold and then again exceed the threshold are taxed as a first-time payer.
Only the salaries of players on the 40-man major-league roster, released players and those who have been outrighted count toward the luxury tax threshold.
Luxury tax assessments in future years will be adjusted by the commissioner based on prevailing MLB practices, .
VIII. Waivers
A major-league player must be placed on waivers prior to his release.
Arbitration-eligible players must be placed on waivers before an optional assignment.
Reserve-clause players must be placed on waivers prior to an outright assignment to the minor-league roster.
A player placed on waivers will be lost if claimed by another team.
If the claim is successful, the claiming team assumes the player's contract. Priority will be based on the reverse order of the latest standings except during April, when the reverse order of the prior season's final standings will be used.
Waiver claims must be made within 48 hours of the waiver.
Any player that is DFA, his team will have up to 24 hours to either trade, release or waive him to the minors ( provided he is able to). If the team fails to do so the player will automatically be released and the team is responsible for his contract in full.
IX. Trades
The MMAS is a free-trading league, with no protests allowed and trades overturned by the League Office in rare cases only if no analog exists in the MLB. Trades may include money, up to the total amount owed to all the players on one side of the trade. Some of the money transfers may be deferred until subsequent years as long as they're subsidizing player salaries in subsequent years.
There will be no trades from Aug 1 to end of season..
Players may not be traded the year they're drafted, though they may be specified as players-to-be-named for transfer at the end of the year.
Player-to-be-named-later trades are also allowed in the following instances:
If the teams agree to select players from an agreed upon pool based on the performance of the traded players, with all such clauses disclosed in detail to the league office, which will make these public.
If the traded player is to be transferred after the Rule 5 draft, and his identity is disclosed to the league office, which will then make it public.
Player to be named later trades may not be used to transfer draft picks. No draft pick trades are allowed.
X. Franchise Transfers
By committing to multi-year contracts, MMAS owners assume the responsibility to recruit a replacement should they wish to leave the league. If that is not possible, the league commissioner and other owners will step in to recruit a replacement owner. The old owner will be responsible for any contracts which extend past the year he decides to leave.
XI. Sportsmanship
This league requires active membership as well as common courtesy. Prompt replies to communications are a must. The commissioner shall have the power to impose fines of up to $15 for violations of league rules. Fines will be payable immediately, will be included in season-end pool, but will not count against payroll for luxury tax or salary cap purposes. Repeat offenders will be subject to expulsion.
XII. Governance
This league is intended to be a realistic simulation of MLB economics, and rule changes departing from that principle can only be approved by unanimous consent. Other rule changes will require a two-thirds majority vote unless specified otherwise.
The goal of the league is to remain a realistic simulation, and the League Office is charged with proposing rule amendments intended to match the prevailing practice in the MLB.
The League Office is the final in-season arbiter of the rules and other league matters. League officers shall be subject to annual re-election by a simple majority vote in the event there are alternative nominees.
Decisions on expansion and contraction must be approved by a two-thirds majority of current owners. Expansion and contraction procedures, including expansion draft methodology, etc. must be proposed by the commissioner and approved by a simple majority of owners.
