My league unexpectedly wants a waiver rule change, such that we still bid for waiver claims, but after waivers are processed they're just available first-come first-served as in non-auction systems. Is there a way for me to change our system to this one without undoing people's remaining waiver budgets?

Sure. We keep the preseason lock in place all the way through the end of week 1.
To change this, go to League >> Settings >> Edit Transaction Rules and select Unlocked for Free Agents During Preseason.
Waiver budgets will be unaffected.
