Any idea how to do this in a dynasty football league?

In private leagues you can not remove a manager just because they are inactive.This is about the time managers come back and start having their drafts.Wait a while and see what happens.
With the way things have been going over this past year, the fastest thing to do would be to create a new league. Transfer teams over and fill with existing owners or new ones.

Then persue trying to get the league handed over to a new manager.

Once you build the league, you go to edit rosters and load each teams players
