Is there somewhere that explains why Rank and Playoff Seed don't seem to use the same tiebreakers?

The 10, 11, 12 Rank teams are different playoff seeds.

What determines Rank?

Rank is your whole league. For playoffs, division winners are ranked higher

How can a team with a better league rank have a worse playoff seed?

If your league has divisions and uses the best division record tiebreaker, it's possible to have a league rank that differs from the playoff seed.

When assigning league ranks, all teams are compared regardless of their division.

When assigning playoff seeds, division winners are seeded ahead of non-winners.

Does this just mean, look at the tiebreaker list and remove the Division record from it and that is how Rank is calculated?

Actually, answered it myself going through examples in depth.

Thanks!

Another example that doesn't make sense.

Rank looks to be Wins->PF in some cases, but then in others that doesn't line up either.

So I'm 1st in rank and 2nd in playoff seed. Do I still win the league for regular season or does the 1st seed in playoffs win the league. Just wanna know who wins the regular season leader money.
